Ефективність управління ризиками єдиної митної території в покращенні транскордонної торгівлі: тематичне дослідження на прикладі прикордонного переходу Холілі, Танзанія

Анотація

Впровадження Єдиної митної території (ЄМТ) у Танзанії, особливо у стратегічних пунктах, таких як прикордонний перехід Холілі, продовжує стикатися зі значними труднощами через різні фактори ризику, що перешкоджають ефективності транскордонної торгівлі. Незважаючи на застосування єдиних митних правил, ризики, пов'язані з дотриманням вимог, безпекою та фінансовим управлінням, залишаються постійними перешкодами у розвитку торгівлі. Це дослідження має на меті оцінити ефективність управління ризиками ЄМТ у сприянні транскордонній торгівлі шляхом вивчення впливу ризиків дотримання вимог, безпеки та фінансових ризиків. Дослідники використали конвергентний дизайн дослідження зі змішаним підходом. Розмір вибірки з 200 респондентів було обрано за допомогою методу зручної вибірки. Дані збиралися за допомогою структурованої анкети, Інструментарій дослідження реалізовано шляхом експертної оцінки, а надійність даних була підтверджена коефіцієнтом Альфа Кронбаха 0,846, що свідчить про високий рівень внутрішньої узгодженості, придатної для збору даних. Для аналізу даних було використано множинний лінійний регресійний аналіз. Перевірка дослідницької гіпотези показала, що управління трьома факторами ризику (ризик дотримання вимог, ризик безпеки та фінансовий ризик) має статистично значущий та позитивний вплив на транскордонну торгівлю, причому управління фінансовими ризиками є найбільш домінуючим фактором. Зокрема, ефективні заходи щодо дотримання вимог, які забезпечують точність документації та дотримання торговельних правил, сприяють більш плавним торговельним процесам. Аналогічно, посилені механізми безпеки, такі як технології сканування та відстеження вантажів, мінімізують перебої та затримки. Найголовніше, що надійні методи управління фінансовими ризиками значно зменшують шахрайську практику, зміцнюють довіру між торговельними сторонами і покращують загальну цілісність та ефективність торговельних операцій. Ці висновки підтверджують важливість комплексного підходу до управління ризиками для покращення результатів транскордонної торгівлі. Податкове управління Танзанії та відповідні регіональні органи повинні надати пріоритет нарощуванню потенціалу у сфері фінансового нагляду та впроваджувати передові інструменти моніторингу для пом'якшення виявлених ризиків та підвищення ефективності транскордонної торгівлі. Крім того, результати цього дослідження можуть допомогти покращити систему управління ризиками окремих митних територій в інших країнах.
